| Description: | SCG provides the Safeguards and Security Division (SSD) with support for surveys/inspections in all safeguards and security topical areas: program management; protection program operations; information security, including classified computer security and classified matter protection and control (CMPC); NMC&A; and personnel security. Support includes developing a pre-survey plan, conducting fieldwork, and writing a report of activities. During an assessment, personnel evaluate vulnerabilities and design and conduct performance tests. Assessments are both compliance-based and performance-based. SCG personnel are certified by the DOE Central Training Academy in the conduct of a safeguards and security surveys. In addition to inspection activities, SCG provides program support for computer security, FOCI review, facility approval and registration, CMPC training, and security education. |

| Description: | SCG validated the threat assessment of five federal buildings in New York City. Based on the validation, SCG designed, developed, published, and provided training and performance testing for security contingency plans. These plans covered skyscrapers rated at Security Level IV. The security contingency plans covered natural disasters, technological events, and sociological incidents to include weapons of mass destruction. |

| Description: | An evaluation was made of the classified mainframe computer systems, classified local area networks (LAN), classified stand-alone microcomputer systems, and special classified programs in operation. Audit activity required knowledge/expertise with mainframe and network security (building firewalls, deploying authentication systems, developing network security plans and policy) and with host security (passwords, file permissions, file system integrity, use of security packages). Specific activity entailed review of computer security plans and documents relating to the classified mainframe and LAN computer systems review of documentation related to the software programs. |

| Description: | SCG provides seven armed Security Officers to maintain security services at three GSA facilities in Chattanooga, Tennessee. SCG Security Officers staff the entrances to the U.S. Attorney's Office and the Federal Building/U.S. Courthouse and are required to operate and enforce a system of personnel identification, including package inspection. In addition, the officers also cover roving patrol posts at the Federal Building/U.S. Courthouse. Escort service for employees is provided at the U.S. Bankruptcy Court. |

| Description: | SCG provides nine unarmed guards to maintain 24-hour security services for the FAA Southern Region Office in College Park, Georgia. Additional armed guard service is provided as required. The guard functions include both fixed and roving posts. Fixed posts include security services in building lobbies and traffic access and exit control at the main gain entrance. Overseen by a project manager in the Oak Ridge office, a full-time on-site supervisor interacts directly with the FAA Building Manager and the FAA Security Representatives on operational security issues. |

| Description: | SCG provides 26 guards to maintain 24-hour security services for GSA Louisville facilities. Services included providing outside security rounds for the nearby federal courthouse, and security for the Social Security offices, Post Office, and Veterans Administration facility during office hours, including exterior patrol and door lock checks during unoccupied hours. At the GSA facility, armed security guards support 24-hour surveillance alarms and operate metal detectors to scan all individuals entering the building, which houses various government agencies, a day-care facility, and a cafeteria. SCG's staff scans all incoming mail, packages, and boxes processed through the receiving department. Exterior patrol of the building includes the vehicle parking area shared by federal courthouse employees and judges. |

| Description: | SCG provided emergency security services to the Federal Emergency management Agency (FEMA) from March through June 1997 in support of FEMA's disaster assistance to residents in Kentucky and Tennessee, and again in April through July 1998 in Kentucky and Tennessee for flooding and tornado disaster support. Services included armed guards for 24-hour security at the FEMA disaster field office; 12-hour security for disaster recovery centers throughout both states; and mobile security for vehicle-based disaster recovery centers. SCG provided a maximum of 60 part-time security officers in the support of this effort of which 50 were locally hired, trained, qualified, and uniformed within 10 working days after notification. This quick response enabled FEMA to provide agency personnel and disaster victims secure areas to process disaster assistance applications. SCG managed the effort locally from a temporary SCG office. The SCG program manager interacted daily with GSA and FEMA program managers to ensure security coverage for changing requirements, such as opening and closing of disaster recovery centers throughout the two states. |

| Description: |
This project consisted of two tasks. Task 1 consisted of conducting security assessments of Security Level IV facilities in the Southeast Region. The inspections involved reviewing each facility and making security systems recommendations and their placement. Security systems that were used included premise wiring, CCTV, physical barriers, employee identification systems, access control systems, intrusion detection systems, magnetometers, X-rays, and other intrusion and access control devices. Task 2 consisted of installation of the recommended and approved security systems. The installation consisted of security systems design, specifying equipment and materials, estimating installation costs and schedules, subcontracting parts of the work, managing the construction, ensuring that the systems perform per specifications, developing systems procedures and testing, systems programming, and training. All facilities are remotely monitored (and sometimes also controlled) from the Regional Control Center in Atlanta via dedicated telephone lines. Work under this contract included the installation of premise wiring, control switches, video and security equipment, and computer control systems in over 60 buildings that GSA maintains in the southeast United States. This work was accomplished through the issuance of multiple delivery orders from GSA. SCG staff conducted building inspections and developed engineering designs to be approved by GSA. Local subcontractors performed the installation of cabling/wiring and equipment; SCG managed the individual efforts of the subcontractors and ensured final quality through testing. Work was done simultaneously on multiple buildings within a city and in multiple cities throughout the southeast. SCG wrote procedure manuals for the operation of the systems. After the systems were tested, inspected, and approved by the client, SCG distributed the training manuals and conducted training sessions to ensure client understanding of operations of the total system. |

| Description: | This project consisted of four tasks. Task 1 included site assessments for U.S. courthouses, IRS, FBI, U.S. Customs, FAA and Social Security offices to validate the security recommendations of the Building Security Officers of GSA owned and leased buildings in the states of New York and New Jersey. Task 2 was to assess the maintenance requirements for previously installed security equipment. SCG conducted the assessment, identifying make, model, and serial number of cameras, multiplexors, x-ray equipment, intrusion and access control devices, and other security related equipment in 81 buildings throughout New York and the northern counties of New Jersey. Task 3 was to determine the requirements and scope for Mylar application. This task was a no-notice, quick turn-around task. In 3« days, SCG measured over 7000 windows in five major cities. The final task was layout and design of recommended equipment. Installation included access control systems, intrusion detection systems, interior and exterior CCTV monitoring systems, intercom systems, and installation of bullet proof doors, windows and walls. Employee training of installed equipment was provided. |

| Description: | The project consists of the installation and integration of a new access control system, security lighting, intrusion detection systems, barrier fencing, and CCTV for the FAA's facility in Miami, Florida. The project is a complete overhaul of the facility's security posture and will be used as the pilot project for the upgrade of all FAA facilities. Upon completion, FAA security personnel will be trained on the system, operations manuals will be developed, and quarterly maintenance services will be performed. |
